The North End neighborhood of St. Paul invites its visitors to take a step back in time. Fairly desolate, the businesses this neighborhood has includes such establishments as Tony’s Upholstery, Sally’s Laundromatic, Snap Market, and the popular Do It Best Hardware. It is a "classic" community and is in need of some facelifting. Thankfully the city is listening to the latter as they have recently hired CultureBrokers to conduct an analysis of the neighborhood and come up with a community conditions report thus hoping to better the neighborhood.
Certainly nothing fancy, the neighborhood does offer cheap rent and the convenience of being close to downtown St. Paul and Interstate 35E. If you are looking for something affordable with few bells and whistles, this may be the place for you—plus there is the chance that in years to come you may be in the hippest spot in the city.

This is a good neighborhood to rebuild, if you're starting out or trying to recoup from a bad financial hardship. The area has a lot of mom and pop store fronts and to go to a more happening area, you don't have to travel far. The upside of the area, it's so close to downtown, the Xcel Center and all the happening areas in the downtown area, however the price in the North End is cheap cheap cheap in comparison.
I personally lived in the area 15 years ago and thought it was great. I had a view of the capital and it was relatively quiet. The same store fronts are here and it's nice to see an area not being completely impacted by the economy. You have good access to all the highways and great access to downtown. If you're starting out, looking for a cheap area, or rebuilding your life, I would recommend this area. The people are friendly and real.

The people that live in North End are lower income families and individuals, many of which have incomes that are below the poverty level. While many races are found in this neighborhood, Asians are the dominant race. It is quite populated and the people are outgoing and most are desiring a sense of community.
There isn’t much of a social scene in North End, but the neighborhood is close to downtown St. Paul and other neighborhoods with more restaurants and bars.
This neighborhood however isn’t completely void of bars and restaurants. On the main strip of Rice Street you can find a few more restaurants including a Thai restaurant, Ma Ma’s Pizza, and Lonette’s Restaurant and Bar, Born's Bar and Hearthside Pizza. One thing you will find in this area is the mom and pop restuarants that may have limited hours but have fantastic food, such as the Coffee Cup.
The rent is cheap, the quality of living will be lower than average, however the communities are coming together to improve on issues at hand and being more involved with the surrounding areas.
North End is conveniently located near Interstate 35E that will get you to all the city's major highways. The main strip in the neighborhood is Rice Street and this will bring you directly into downtown St. Paul. Most of the apartment complexes are working together with the people and the authorities to improve more on the quality of living. It has made some remarkable strides in doing so in the last two years.
Parking will be very easy as the streets are quite bare. The neighborhood is also serviced by the city’s public transit system.
Visit the neighborhood and get a feel for the community on your own! Since this is a rougher neighborhood it’s a good idea to see for your self. You can see what you can put up with and will notice the input from the city to try and improve this community day-by-day. For example, on Rice Street, the city has put up attractive signs to bring more business to the neighborhood, however it’s not perfect yet!
I would highly suggest to call each place you're interested in to see what animals they accept. Some accept cats and dogs, some just cats. There is nice residential areas nestled in the apartment communities that offers great places to walk your pet.
For some serious entertainment and recreation, residents will need to leave the neighborhood and head to downtown St. Paul or to nearby Minneapolis. While the neighborhood does have a park, at times families and ballgames frequent it.
Annually, the neighborhood does play host to the Saint Paul Oktoberfest, a one-day family oriented festival that features live music and German foods and refreshments.
Since North End is a small neighborhood most any street will keep you near the markets as well as close to the Interstate. Rice Street, between Maryland Ave. and Atwater is the "downtown" of the neighborhood.
The essentials this neighborhood offers is mainly grocery markets, many that cater to the neighborhood’s residents of Asian and Latin descent. On Rice Street, in the main hub of North End you will find Guadalajara Market and at Rice Street and Maryland is Double Dragon Foods specializing in a wide variety of Asian fare. Double Dragon is definitely huge and not only offers dried goods, but also a deli, a large seafood selection, and even, within the store, a gold jewelry shop! Further up on Rice is a huge thrift shop and closer to Larpenteur are chain fast food restaurants and gas stations. Also on Larpenteur is Linder's, a garden market. Further north on Rice you will see Cub Foods as well.
Going West on Larpenteur, you will enter into Roseville and they offer more strip malls. Bare in mind, Roseville Shopping Center and Har Mar Mall is very close to this area but away from the busy shoppers.
Schools in the North End include North End Elementary School, Washington Middle School, Arlington High School, and Como Park High School. There is also Ritter-Saint Paul Beauty College on Rice Street.
