Cochran Heights is okay. It's a great location if you are into the Knox Henderson/ McKinney Avenue scene, but I would rather live outside of the bar scene for that price. It's an area that is being redeveloped and is on its way up, but there is definitely a lot of residual scum floating around the periphery.
However, if you are an SMU student or just starting your career, this can be a fun place to live. Plus, you can spend your free time "networking" in the local bar scene.
And again, the location is sweet. On the Henderson strip that borders the hood (which is what it almost is), there are some great restaurants (Dickey's Barbecue is finger lickin' good) and retail stores (such as the overpriced Emeralds to Coconuts). If you cross 75 and venture to the Knox (or Highland Park) side of life, you can stand in line at the Apple Store for the latest version of the iPhoneMcPod or hop into Froggies for some retro five and dime toys.

Consider getting renters insurance to protect your belongings, if you rent a home from a private owner keep in mind, their homeowners insurance only covers the home not your valuables.
